The horse agent is a horse who works as an agent for the O.W.C.A. She first appears in the line at Agent-Con in "Just Our Luck". She takes part in the fight in "Phineas and Ferb Save Summer" and later shows up among the crowd of spies in "O.W.C.A. Files".
