Richard Bruce Kind (born November 22, 1956) is an American actor. He is best known for playing Dr. Mark Devanow in Mad About You and Paul Lassiter in Spin City. For Phineas and Ferb, he voiced the Totally Tools Executive in "Perry The Actorpus".
