The executive of Totally Tools oversees a contest to find the company’s "spokesanimal," and Perry is crowned the winner. However, the victory puts Perry's secret identity in jeopardy, forcing Major Monogram to appoint Agent S as a temporary replacement. Meanwhile, Candace has been welcomed into Mandy’s "Stop the Busting" retreat, which aims to teach Candace to control the urge to bust her brothers.
Episode Summary[]
Phineas and Ferb register Perry online for the Totally Tools spokes-animal contest, and Perry quickly wins it. At the same time, Candace and other girls attend a "Stop the Busting" retreat at the Danville Community Center, where the other girls, led by Mandy, try to teach each other to restrain the urge to bust their brothers. They start with a picture exercise, which describes their brothers doing something, but Candace fails it.
The boys take Perry to the studio and are greeted by an executive of the company. The executive suggests that they make Perry say "Totally Tools", but the boys have the idea to put hats on Perry. After trying several hats, the manager tells the boys to stop at the fedora, and decides that it will be the symbol of the company.
Meanwhile, Major Monogram receives a call from Doofenshmirtz, who wants to know where Perry is, since he hasn't shown up to thwart him. Monogram refuses to tell him, but he accidentally leaks the fact that he himself doesn't know where Perry is. Before Doofenshmirtz hungs up, Monogram wonders what his evil plan is for the day. Doofenshmirtz reveals that he has invented a Mustache-inator, which gives anybody it zaps a mustache.
Phineas and Ferb introduce Perry as the Totally Tools spokes-animal. Soon, billboards and ads are put up showing Perry in a fedora all over Danville. In the meantime, Perry escapes from the boys and hitches a ride on a Totally Tools blimp. Unfortunately, people spot him and think that it's a publicity stunt. Perry reaches his lair and Monogram tells him that he has to take the day off, and that Sergei the Snail has been assigned to stop Doofenshmirtz. When Phineas and Ferb see that Perry has returned early, they realize they can spend a "half-day" with him.
At Doofenshmirtz Evil Incorporated, Agent S bursts in the door. Doofenshmirtz uses all his traps on Agent S, but they are all evaded due to being too small, much to Doofenshmirtz's annoyance. Meanwhile, Mandy helps Candace to get over her urge to bust Phineas and Ferb by using the Positive Reinforcement Machine to make a simulation. Mandy says that Phineas and Ferb are building a rocket, and Candace answers to ignore it. At the same time, Doofenshmirtz finally traps Agent S in a ring of salt. He then starts firing his Mustache-inator on civilians, but finds it unsatisfying.
At the park, Phineas and Ferb play with Perry, who receives a video call from Monogram informing him that Doofenshmirtz had found Agent S's weakness, and that he would have to go stop Doofenshmirtz himself. Perry then leaves without his owners noticing. At the same time, Candace is still doing simulations with the Positive Reinforcement Machine and wonders who built it. Mandy accidentally says that Phineas and Ferb built it. Candace destroys the machine, and Mandy hugs her for having a breakthrough.
Perry arrives at Doofenshmirtz Evil Incorporated to rescue Sergei, only to be informed by Doofenshmirtz that the O.W.C.A. by-laws state that only one agent is allowed to thwart him at a time. Perry responds by breaking the ring of salt trapping Agent S, who quickly attacks Doofenshmirtz.
At the "Stop the Busting" retreat, Candace thanks the girls and begins to feel like a new self, until she notices all the Totally Tools billboards featuring Perry. Candace realizes that Phineas and Ferb have promoted Perry all over town. She gives a speech about having no more desire to bust her brothers, but still decides to do it having felt more pressured to bust more than ever, inspiring the other girls to do the same. She gets on the bus and heads home as the girls support her, before Mandy stops them having realized what happened.
With Doofenshmirtz restrained by Sergei, Perry grabs the Mustache-inator and uses it to deface all of the billboards of him with mustaches. Doofenshmirtz is hit by the Mustache-inator, giving him a mustache. At Perry's headquarters, Monogram's screen is hit by the inator, much to Monogram's annoyance. Perry then destroys the inator and leaves in his hand-glider.
At the Totally Tools building, the CEO is furious because all of the billboards are covered in mustaches identical to his own, and orders for them to be taken down and replaced. While this is happening, Candace runs down the street to her house. She arrives at her house and finds a giant billboard before encountering Linda playing the bagpipes in the attic while Lawrence dances. Candace drags her mom outside to show her the billboard, but it had been replaced with one showing Sergei the Snail, to Candace's confusion.

- As she thanks them for everything, Candace's left arm is noticeably longer and fatter than her right arm.
- The group hug isn't in a perfect circle, as Anne is too far away to have her left arm around one of the other girls. That girl also has her right arm out as if she has it around Anne, but it is not seen around her shoulder. In the next shot, they are seen with their arms around each other.
