The mean woman is a woman whom Doofenshmirtz mistakes for Grulinda.
Biography[]
While at a party, she is spied on from afar by Doofenshmirtz, who thinks that she is a childhood bully of his named Grulinda. He attempts to dump a giant bucket of water on the celebration as revenge for being constantly soaked in the past, but ends up failing and landing next to the mean woman, who points to the real Grulinda as she notices his mistake. As Doofenshmirtz greets his former bully, he recounts that she used to look like the lady next to him, prompting the mean woman to blacklist him. When Grulinda questions the doctor's scheme, the mean woman tells her about his revenge plot, and the two pour water on him in anger ("Imperfect Storm").
Physical appearance[]
The mean woman is tan-skinned and has dark brown hair, blue eyes, and freckles. She wears a dark grey sleeveless turtleneck, an olive green skirt with a light green underside, grey shoes, and glasses with black rims.
Personality[]
She is unfriendly and cold. She has a habit of blacklisting people she doesn't like, and seems to always be in a bad mood, with a constant angry face.

She appears to be a good acquaintance of Grulinda, as the two are seen next to each other at the party and in its magazine picture.
Doofenshmirtz[]
She is quick to blacklist him upon being insulted, and aids Grulinda with pouring water on him.
