The kids and Candace work to save Linda after she is accidentally turned into a cloud by Doofenshmirtz's Vaporize-inator, then soon becomes an monster out to destroy the block party.
Episode Summary[]
Continuing from the cliffhanger of the prior episode, Candace, Phineas, and Ferb are still shell-shocked from seeing their mother disappear, especially Candace, who is more accustomed to the Mysterious Force taking her brothers' inventions away. Suddenly, Isabella notices a cloud over the Flynn-Fletcher house shaped like Linda, and everyone surmises that the cloud in fact is her. While panicking, Candace accidentally disconnects the air hose from the giant bounce house, causing the Mom Cloud to float away. Phineas and the gang use the various rides and games they made for the block party to follow her, while Candace is stuck with the big and slow Whack-a-Pest.
Back on the chicken balloon, Doof notices the Mom Cloud but is clueless as to how to use it for his next evil scheme. Then, Major Monogram calls Agent P on his watch to warn him that Doof might use the cloud to create a storm, inadvertently inspiring Doof. Now satisfied, Doof drops Perry out of his balloon.
As Baljeet sets up a radar to track the Mom Cloud in the backyard, Candace, Phineas and Ferb do their best to help her avoid several windy obstacles on the road.
Doof returns to Doofenshmirtz Evil Incorporated, still clueless as to how to turn the Mom Cloud into a storm. So he calls up Monogram, who once again inadvertently teaches Doof the basics of meteorology.
Meanwhile, Isabella and Buford chase the now passenger-less chicken balloon using the pop-the-balloon dart game. Buford notices a modern couch as well as the destroyed Vaporizer-inator. When the balloon crashes into a crane, Buford, the couch and the inator fall to the ground, further breaking the inator.
Candace, Phineas and Ferb appear to be out of the woods, until they reach Wind-Con, which inconveniently has several fans and wind machines. Phineas and Ferb use two billboards to maneuver the Mom Cloud away from the convention and box her in an alleyway. Back at D.E.I., Doof hits the cloud with a Cooler-Off-inator, and she suddenly becomes dark and ominous causing all sorts of weather chaos. Isabella and Buford return to the backyard with the debris of the inator for Baljeet to repair.
Perry returns to D.E.I. as the usual battle between the two foes takes place, along with the inevitable inator firing willy-nilly, freezing Doof in a pointing pose. Perry moves the Doofsicle toward the inator's even more inevitable self-destruct button.
Baljeet informs Phineas and Ferb that he is attempting to reverse the vaporizer-inator, but the battery is fried so they will rely on plugging it into an extension cord. Phineas and Ferb's bumper cars are too light to lead the Mom Cloud, so it is up to Candace and her slow Whack-a-Pest. As Candace ties her shoelaces to the game, she attempts to get through to her mother to get her to remember the memories, and the Mom Cloud grows arms and legs and makes her way toward home, with Phineas, Ferb, and Candace in pursuit.
As the ominous Mom Cloud trods through the block party, everyone runs for cover. Baljeet fixes the inator as the gang lead the Mom Cloud into the giant cotton candy maker, which spins cotton candy over her. Unfortunately, Baljeet cannot fire the inator at her until she has lost a lot of water weight, which gives Candace an idea. Candace goes into the house and blows the start-of-summer family portraits toward the Mom Cloud, who wells up with tears, causing it to rain and for her to lose water, and all the flooding to make all the gangs' inventions disappear. When the gang fires up the inator, it doesn't work, as it was unplugged in the wind. Agent P sees this and secretly plugs it back in as the Mom Cloud spins in cotton candy so much that it causes the machine to float away in the wind as she returns to her physical form, having no memory of what happened when she was zapped, and the gang embrace her in a hug. In celebration, Love Händel sings "The Song of the Summer" and Candace gets Irving to take a portrait of the entire cast.

- In the fraction of a second between when Isabella says "Pop the balloon and win a prize!" and "Miss it and my future mother-in-law is gone forever", the animation on her hair and the movement of the background speeds up considerably.

- Milo Murphy's Law - A billboard for "Ye Olde Pizza" from "Secrets and Pies" is seen.
- The Wizard of Oz - The cackling woman in old-fashioned clothes riding a bicycle as she is blown past Candace is a reference to the tornado sequence from the 1939 film. After her house is lifted into the air by the tornado, Dorothy Gale sees her neighbor Miss Gulch fly by her window in the same fashion, before she transforms into a witch (though there is debate as to whether it is supposed to be the Wicked Witch of the East, who gets Dorothy's house dropped on, or the Witch of the West, since Margaret Hamilton portrayed both Miss Gulch and that character.)
- Back to the Future - The cord powering to the device to restore Linda becomes disconnected and on the roof and Perry has to reconnect them at the last minute in the midst of a thunderstorm, much like Doc Brown does at the climax of Back to the Future with the DeLorean time machine.
