Brian Wayne Phelps (born May 5, 1959) is an American radio personality and occasional actor. He is best known for hosting The Mark & Brian Show. For Phineas and Ferb, he voiced Announcer Rick in "The Fast and the Phineas", Paul's father in "Delivery of Destiny", and Billy in "The Inator Method".
