Billy is a man who serves as the test subject for Doofenshmirtz's Motivate-inator.
Biography[]
Doofenshmirtz holds a motivational seminar titled "The Inator Method", consisting in teaching tactics to become a villain. In the trapping portion of the lecture, Doofenshmirtz explains that an essential part of a trap is the element of surprise. Billy wonders if efficiency should be taken into account, and the doctor promises to answer that later on.
Doofenshmirtz presents the Motivate-inator to the audience and asks Billy to come up on stage, where he introduces himself. Motioning to the merchandise counter, the doctor tells the participant to describe what he sees. Billy gives a dull response, which Doofenshmirtz uses to demonstrate the effects of the inator. Stimulated, the participant runs to the counter and buys everything, and the others soon follow ("The Inator Method").
Physical appearance[]
Billy is tan-skinned and has dark blonde hair styled in a ponytail, and blue eyes. He wears a light yellow shirt with an orange striped collar and orange striped sleeves; dark brown shorts, light brown shoes, and light yellow socks.
Personality[]
He is laid-back and somewhat aloof. During the seminar, he is shown to not be interested in it, unwillingly going along with Doofenshmirtz.

He seems to not care about Doofenshmirtz, despite watching the seminar, and is confused by the doctor's scheme.
Audience[]
The audience members become angry upon realizing that Billy is a test for a scam plan, but they are quickly affected by the inator.
Background Information[]
- Billy is voiced by Brian Phelps, whose guest appearance was revealed by Jeff "Swampy" Marsh on Twitter on January 14, 2014.[1]
- Billy is the third character to be voiced by Phelps, the others being Rick and Paul's father.
