P. P. Otter is a ringmaster for the oddball show at the Mid-Summer's Festival. He thinks his show needs freakier freaks to boost profits. When he saw 50-foot Candace he instantly wanted her for his show which he thinks is lame. Like Flawless Girl founder Blanca, he only cares about making a lot of money. The name P. P. Otter is a reference to legendary 19th Century circus owner and showman P. T. Barnum, whose given name was Phineas Taylor Barnum. He would be immortalized in the name of the Ringling Bros. and Barnum & Bailey Circus.
